## When to use

- Quick capture
- Brain dumps
- Half-baked ideas
- Notes that don't yet have a folder

## When to leave

Move out when:
- It has a clear topic → `02-notes/`
- It's a task → `07-tasks/`
- It's a long research doc → `06-research/`
- It's a model rule → `04-models/`
- It's stale → `03-archive/`
